Terms and Conditions of the Prepaid Card

Important Notice:

Please read the following terms and conditions carefully before using the card owned by Al-Saqi Electronic Payment Services Company. These terms and conditions constitute a binding agreement between Al-Saqi Electronic Payment Services Company (“the Company”, “we”), headquartered at (Baghdad – Arsat Al-Hindiyah – Babel District – behind Al-Atta Bank), licensed by the Central Bank of Iraq under license No. (15), and you as the cardholder (“you”, “Cardholder”, “Customer”). You must keep the card safe from loss, theft, or illegal use, as it represents a personal cash wallet. You acknowledge that you are the cardholder, the owner of the card, and the person whose name is associated with it, and you agree to these terms and conditions upon purchasing and/or using the card.


Article (1): Definitions and Interpretations

  • The Company: Al-Saqi Electronic Payment Services Company / Baghdad – Arsat Al-Hindiyah – Babel District – behind Al-Atta Bank.

  • Cardholder: The individual in whose name the card is issued by the Company.

  • Card Account: The account opened with the Company to which all card balances and transactions carried out by the Cardholder are recorded.

  • Card Fees: Fees charged for services provided to the Cardholder.

  • Customer Service Center: A dedicated customer service unit for cardholders, available (24/7) to provide card-related support. The Customer Service Center can be contacted via the following numbers:
    (009647729115115) or the short number (7787), or via email at (care@alsaqi.iq).

  • Personal Identification Number (PIN): The confidential number associated with the card, which serves as a substitute for a handwritten signature. It is issued by the Company and delivered to the Cardholder in a sealed envelope or by any other method determined by the Company. The PIN must be used with the card to perform transactions at ATMs and points of sale.


Article (2)

You are required to provide accurate, valid, and non-misleading personal information, documents, and any other information required to complete the registration and subscription process, including the “Know Your Customer (KYC)” form.

Article (3)

You irrevocably authorize and consent to the Company disclosing and providing the information you submitted to regulatory authorities, affiliated and allied companies, and relevant parties (including consultants, third parties, and marketing partners).

Article (4)

The Cardholder authorizes the Company, without prior consent, to record and deduct any fees, exchange commissions, or transfer expenses payable to international companies operating ATM and POS networks, in accordance with settlement reports issued by the Central Bank of Iraq or any additional or subsequent expenses determined by such companies.

Article (5)

It is understood and agreed that all transactions available to the Cardholder, whether cash withdrawals or purchases of goods or services inside or outside Iraq, are subject to approval or rejection by the Company or any entity acting on its behalf. All approved transactions shall be debited from the available balance in the Card Account immediately or held until settlement, after which any remaining amount shall be returned to the Card Account.

Article (6)

We shall not be responsible for any failure or unsuccessful transaction if there are insufficient funds in the card, system interruptions or malfunctions, circumstances beyond our control, or if the merchant authorizes an amount greater than the purchase value. The Cardholder must verify the debited or transferred amount through the printed receipt, the Company’s application, or SMS notifications.

Article (7)

You acknowledge that your use of the Company’s card must comply with the laws and regulations in force in the Republic of Iraq and with all rules and instructions issued by the Central Bank of Iraq. You may not use the card for fraudulent or suspected fraudulent transactions, illegal goods or services, activities violating public order or morals, or any acts related to money laundering, terrorism financing, suspicious transactions, or activities that harm the brand of Al-Saqi. The Company has the right to monitor transactions and take appropriate measures at its sole discretion in compliance with applicable laws and regulations, and you shall bear full financial and legal responsibility for such transactions.

Article (8)

To the extent permitted by law, you shall indemnify the Company against any losses or damages incurred as a result of any claim, demand, financial liability, or legal action arising directly or indirectly from:
(a) your failure to comply with these terms and conditions; or
(b) negligence or fraudulent conduct in relation to these terms and conditions.

Article (9)

To the extent permitted by law, the Company shall not be liable for any direct or consequential loss or damage resulting from failure to perform its obligations for reasons beyond its reasonable control, including but not limited to force majeure, natural disasters, strikes, fires, floods, storms, riots, power outages, system failures due to war or sabotage, or acts or negligence of third parties.

Article (10)

In the event of loss or theft of the card, the Cardholder must immediately notify the Company by contacting the Customer Service Center, followed by written notification. The Cardholder shall bear full responsibility for all transactions conducted from the time of loss or theft until the Company is notified. If the card is found, the Company must be informed in writing.

Article (11)

The Cardholder is fully responsible for all transactions conducted using the card, including currency conversion fees, additional amounts imposed by merchants, misuse of the card, or failure to report loss or theft.

Article (12)

If the Cardholder requests cancellation of the card after issuance, the issuance fee shall not be refunded.

Article (13)

If the Cardholder requests cancellation after additional service fees (other than issuance fees) have been made available—whether upon issuance, activation, or use—and such services are continuous for the card’s validity period or part thereof, the Company may retain a proportional amount of such fees corresponding to the period elapsed until cancellation.

Article (14)

The card remains valid until the expiry date printed on it, unless the Company suspends its activation due to suspected transactions. In such cases, the Company may cancel the card and freeze its balance without prior notice and take appropriate measures in accordance with the regulations and instructions of the Central Bank of Iraq.

Article (15)

The Cardholder must safeguard the card and PIN, use them personally, and not disclose them to others. The Company bears no responsibility for unauthorized use resulting from disclosure, and all transactions executed using the card shall be deemed valid and personally authorized by the Cardholder.

Article (16)

The card may not be used and shall be considered cancelled upon expiry or damage. A replacement card may be requested by submitting a replacement request to the Company.

Article (17)

Cards are renewed upon the Cardholder’s request upon expiry. The Company reserves the right to cancel or reject re-issuance or renewal requests without providing justification.

Article (18)

The Cardholder shall bear the costs of card issuance, ATM cash withdrawal fees, and shopping transaction fees inside and outside the Republic of Iraq, as well as other fees including, but not limited to, security technology fees (3D Secure) related to online transactions.

Article (19)

For POS transactions, the Cardholder must present the card to the merchant or service provider and provide personal identification if requested. The Cardholder must verify the amount on the receipt before signing and retain a copy.

Article (20)

If the PIN is entered incorrectly three times at an ATM, the card will be retained by the ATM. In such case, the Cardholder must notify the Company by contacting the Customer Service Center mentioned in Article (1).

Article (21)

ATM records and merchant sales slips constitute final, conclusive, and binding evidence of transactions conducted by the Cardholder.

Article (22)

The Company has the right at any time to add, amend, or cancel any provision of these terms and conditions, which shall be binding on the Cardholder. Any dispute regarding interpretation or implementation shall fall under the exclusive jurisdiction of the courts of the Republic of Iraq and shall not be subject to tribal customs.

Article (23)

If an unauthorized transaction appears on the Cardholder’s account, the Company must be notified immediately via the Customer Service Center to suspend the card. The Cardholder must visit the nearest Company branch and submit a report within no more than 48 hours from the transaction date; otherwise, objections shall not be accepted and the right to claim shall lapse.

Article (24)

Upon card issuance, the Cardholder must provide an active phone number and email address to receive transaction notifications, activation messages, recharge notices, monthly statements, and other communications, and must update the phone number when traveling abroad. Failure to do so releases the Company from liability for transactions resulting from inactive contact details.

Article (25)

The Cardholder must read the user guide provided with the card upon receipt and follow all instructions therein. Failure to comply waives the right to claim any deducted amounts.

Article (26)

The Cardholder must review the updated card terms and conditions published on the Company’s official website (www.alsaqi.iq) and the Company’s mobile application.

Article (27)

In case of any card-related issue, the Cardholder must contact the Customer Service Center.

Article (28)

In the event of a discrepancy between the amount claimed by the Cardholder and the Company’s records, the Company’s records shall prevail and be binding.

Article (29)

The Cardholder must notify the Company in writing of any change in address.

Article (30)

The Cardholder authorizes the Company to disclose personal data or card account information as deemed appropriate or necessary for service provision or fulfillment of obligations related to the card account.

Article (31)

The Cardholder bears responsibility for any breach resulting from using the card on compromised or insecure websites. The Company is not responsible for breaches leading to unauthorized withdrawals.

Article (32)

The Cardholder bears any losses or damages arising from misuse of the card unless supporting receipts proving account accuracy are provided.

Article (33)

In the event of the Cardholder’s death, heirs must notify the Company to suspend the card, then provide a certified inheritance deed to distribute the estate in accordance with applicable laws and regulations.

Article (34)

These terms and conditions are governed by the laws and regulations of the Republic of Iraq. Any dispute related to the use of Al-Saqi cards that cannot be resolved amicably shall be adjudicated by the Iraqi courts in Baghdad.

Article (35)

The Cardholder must provide sources of funds if monthly deposit transactions exceed IQD 13,000,000 and submit supporting documentation in accordance with Central Bank of Iraq regulations.

Article (36)

The Company has the right to suspend the card if the Cardholder’s name is added to the blacklist by the Central Bank of Iraq or any other authority. Balance recovery shall be subject to applicable laws and regulations.

Article (37)

Subject to Article (3), the Company commits to maintaining the confidentiality of the Cardholder’s information and transactions, while reserving the right to disclose such information to third parties as necessary to complete transactions, use third-party services, pursue legal actions, or comply with legal orders and the instructions of the Central Bank of Iraq.
